Cheshire East Council has secured funding from the Ministry of Housing, Communities and Local Government’s Private Rented Sector Enforcement Fund. We want to appoint 2 x Housing Standards Officers on a temporary basis up to 31 March 2020 to carry out inspections of 100 unlicensed HMOs and commence enforcement activity against landlords / managing agents where the property is contravening Parts 1 or 2 of the Housing Act 2004. We are looking for candidates with experience in enforcing housing standards under Part 1 of the Housing Act 2004 and are confident in applying the legislative requirements for Houses in Multiple Occupation. We expect that the candidates will have a background in local authority housing enforcement work, either within a housing department or an environmental health department.


To provide a high quality private sector housing service throughout Cheshire East by carrying out assessment of housing conditions for regulatory action, financial assistance, voluntary accreditation of private rented properties and licensing of houses in multiple occupation. PRINCIPAL RESPONSIBILITIES

1 To promote good housing standards and provide information, advice and guidance to home owners and private landlords.

2 To carry out housing inspections using the Health and Safety Rating System in response to service requests and in accordance with a planned programme of inspection for houses in multiple occupation.

3 To take appropriate and consistent regulatory action in accordance with the Council’s enforcement policy and the enforcement concordat to ensure compliance with appropriate standards and legislation.

4 To prepare evidence and reports for the pursuance of legal action in relation to housing conditions and provide representation in court and tribunal proceedings.

5 To undertake all aspects of mandatory licensing of houses in multiple occupation, including inspections, production of scaled floor plan layout drawings, administration, and liaison with the fire authority.

6 To promote the private sector landlord accreditation scheme and carry out housing inspections to assess for compliance.

7 To assess enquiries for financial assistance against a range of criteria determined within the Private Sector Assistance Policy.

8 To determine and agree the extent of works to be undertaken for financial assistance, prepare schedules of work for service users and carry out interim and completion inspections for payment verification, in line with the Private Sector Assistance Policy and financial regulations.

9 To support the Decent Homes Team Leader in the collective development of the Private Sector Housing service to ensure that service initiatives and priorities are achieved.

10 To engage with residents of Cheshire East to ensure that their views and needs are taken into account in the delivery of services.

11 To contribute to the development and delivery of effective strategies and policies, including the Empty Homes Strategy, Affordable Warmth Strategy and Private Sector Assistance Policy.

12 To work with internal and external partners to enhance service delivery.

13 To work in accordance with policies and rules on contracts and financial procedures, equality and diversity, data protection, confidentiality, safeguarding adults and children, and health and safety.

14 To maintain accurate paper and/or electronic property records.

The job holder may be required at any time to under take any work up to and/or at a level consistent with existing responsibilities. These tasks may be at any location in Cheshire East, to ensure the effective deployment of labour, materials, transport and equipment to meet daily service requirements.


HHSRS certificate Membership of a relevant professional association Degree or formal qualification in relevant technical discipline.


In the building or construction industry and/or a housing/environmental health department. Undertaking inspections for complex complaint investigations and financial assistance Statutory enforcement to a successful conclusion, through notice service, prosecution and works in default.


Working knowledge of HMO Licensing Knowledge of other relevant housing legislation Understanding of LA’s role in enforcing housing standards Sound knowledge of environmental health housing standards enforcement legislation and its application Working knowledge of HHSRS Detailed knowledge of housing construction and disrepair Awareness of Health & Safety practices.


Ability to use specialist / technical software Commitment to continuous improvement Ability to deal with vulnerable client groups Experience of working effectively on own initiative, as part of a team and with partners Ability to identify hazards, assess risk and specify appropriate and proportionate works to reduce risk to an acceptable level. Ability to use Microsoft Office applications Ability to communicate in written and oral formats Good inter-personal and customer care skills Ability to organise and manage own workload.
