Looking for someone with experience of housing enforcement or building knowledge. Must have access to a car. Will be carrying out visits in private rented properties.



To carry out domestic property assessments and inspections of building works for payment purposes, to safeguard the well being of private tenants, vulnerable homeowners and disabled people.




1 Carry out property assessments using a range of assessment tools including the statutory Housing Health & Safety Rating System and other relevant guidance in response to service requests and proactive interventions for refurbishments, poor housing conditions, overcrowding, UK entry clearance, empty dwellings, grants and loans.


2 Determine the extent of remedial works to be carried out for the purposes of providing support to carry out repairs or adaptations, including grants and loans, or to take regulatory action, and prepare reports, advisory notices and schedules of eligible work.


3 Provide advice, guidance and information to occupiers and landlords on practical methods to address the disrepair or building defects, taking into account relevant housing, planning and building legislation and regulations, eligibility criteria for grants, loans and other services.


4 Carry out inspections of completed building works for payment purposes, including carrying out basic assessments of service users’ ability to use equipment, confirming that works have been completed to an agreed standard, detailing any remedial works in writing and liaising with contractors.


5 Provide practical and technical support to other officers within the team to take appropriate and consistent regulatory action.


6 Prepare evidence and reports for the pursuance of legal action in respect of housing matters such as poor housing conditions, visual amenity of land and empty dwellings, and provide representation in court or tribunal proceedings. September 2015


7 Represent the service with a wide range of other agencies and services including the Fire & Rescue Service, Police, Home Office, Social Services, Occupational Therapy Teams, Environmental Health, Trading Standards, Planning, Building Control, utility companies, building contractors, equipment suppliers, and registered providers of social housing.


8 Promote the private sector landlord accreditation scheme, carrying out property assessments and developing property improvement plans.


The job holder may be required at any time to undertake any work up to and/or at a level consistent with existing responsibilities. These tasks may be at any location in Cheshire East, to ensure the effective deployment of labour, materials, transport and equipment to meet daily service requirements.


Qualifications HHSRS certificate NVQ level 3 in a relevant discipline e.g. building, surveying, environmental health, etc., or an apprentice trained and qualified trades person, with a minimum of 2-3 years post qualification experience.

Experience Home improvement agency technical role/local authority housing related environmental health role Working in construction, architectural services, surveying or housing related environmental health.

Job related Knowledge Applied knowledge of HHSRS and Housing Act Construction knowledge.

Interview Skills and Aptitudes Production of layout drawings by hand or using AutoCAD Interpreting/producing complex statistics.

Other requirements

Proficient in the use of Microsoft Office Willingness and ability to travel throughout Cheshire East.
