Vacancy Details:


Contribution to and back fill for Corporate ICT Delivery. Essential is knowledge of supporting applications and databases – predominantly SQL, an analytical approach to problems solving and root cause analysis. An understanding of supporting applications and products in Windows 10. An understanding of citrix deployment, and desirable would be a knowledge of Application Citrix Layering.

Qualifications Post-graduate ICT qualification or equivalent PRINCE 2 qualification or equivalent Degree level qualification in ICT, or a related field, or equivalent Relevant specialist training – e.g. Foundation Certificate in ITIL Service Management etc.

Experience Practical experience of supporting the delivery of projects within a local authority setting Experience of working with public and private sector partners Business intelligence experience Experience of delivering one or more of the following: ICT Infrastructure, Applications Development, Network/Technologies/ Data Centres Experience in ICT Services marketing and promotion Developing and managing digital content, including websites and marketing material etc. Practical experience of supporting the delivery of multiple projects within an IT or business environment Proven successful system programming, testing and implementation experience Front line ICT experience working with clients, suppliers and partners Supervisory experience Budget management Experience of contributing to the production of ICT business cases, reports and/or options papers Experience of evaluating different levels of compliance and policy.

Job related Knowledge Understanding of the Council’s structure, services, policies, processes and procedures Detailed understanding of Information gathering methods, tools and techniques Detailed understanding of project management, planning and control techniques, processes, procedures and best Understanding of data protection, freedom of information and confidentiality requirements Familiarity with numerous computer programming languages and operating systems A broad knowledge and understanding of the ICT industry Information gathering methods, tools and techniques Project management, planning and control techniques,  practice – including PRINCE 2 Knowledge of Oracle Ebusiness Suite (IBS) – including invoicing etc. Knowledge of the Compulsory Area Assessment (CAA) Awareness of the processes and practice of planning and commissioning of ICT services from Public and Private sector partners within Local Government processes, procedures and best practice – including PRINCE 2 Awareness of principles of risk management modelling, procedures and methodology to assess the financial and Service impact of failure to deliver individual projects Proficient in system lifecycles, methods and techniques for structured reviews (including reviews of technical diagrams and software codes) Proficient knowledge of industry and professional standards Familiarity with a wide range of software systems Awareness of new and emerging hardware, software methodologies and local government initiatives.

Able to effectively organise and prioritise own workload and that of supervised staff/project team Able to effectively deal with changing and, potentially, competing demands Expertise in database administration Budget management Negotiation and persuasive skills – for use with external suppliers and/or clients etc. Good verbal and written communication and presentation skills – to convey complex technical information and jargon to a range of audiences, including non-specialists, in a clear and concise manner Customer care skills, with commitment to providing consistently high standards of customer service at all times Interpersonal skills – proven ability to effectively liaise with external contractors and staff in order departments across tasks and projects Leadership, mentoring and motivational skills Proven ability to undertake computer programming across a range of languages etc. to a high level of accuracy Resilient – able to appropriately and professionally deal with irate customers.
