The working hours vary on a shift pattern.
1. Operational/Strategic Planning
a. Ensure that the services provided are fully compliant with Council strategy, vision, aims, objectives through development, monitoring and evaluation of team plans
b. To be responsible for the co-ordination and implementation of project plans relating to the specific operational area
c. To identify changes in national policy and legislation, advise senior mangers of the implications of these changes and ensure that service delivery is responsive to them, within specified time frames.
2. Service provision
a. Management of staff and services of the SEN Statutory Assessment Service in a manner that builds ownership and commitment and promotes a strong performance culture that connects strategies to action, provides accountability and delivers results.
b. Manage, monitor and evaluate the quality of SEND casework service with regard to statutory requirements and time frames, addressing any issues of compliance and ensuring services are child centred and outcome focused.
c. To have oversight in regards to spend and the high needs funding block allocating appropriate resources in order to achieve agreed outcomes for young children
d. Lead areas of activity and promote effective cross-directorate working so as to deliver integrated solutions that optimise the use of resources and achieve best value and continuous improvement.
e. Develop and promote effective relationship and partnerships within the locality with schools, colleges, health providers and social care ensuring plans meets the needs of the child/young person with the appropriate allocation of resources.
f. Contributing to sufficiency reviews with commissioning to ensure local provision and services are available to meet needs
g. To create an inspirational culture for children and young people which promotes independence, personalise and co-production.
h. Leading the Council’s response to legal challenges in respect of SEND processes including representing the Council at First Tier Special Educational Needs and Disability Tribunals (SENDIST)
i. Develop and implement data collation and analysis, identifying trends and forecasting demands for SEND provision to ensure sufficient provision and timely transitions for children and young people
3. Staffing and Staff development
a. To be responsible for the recruitment, selection, training and development of staff within a locality area
b. To manage and support the development of employees and ensure that they are consulted, empowered, valued and motivated including modelling the Brighter Futures values and behaviours.
c. To supervise and manage the team members within the locality area in order to deliver the service efficiently and effectively ensuring children and young people are at the centre of all decision making
d. To deliver training across the work force in respect of identification, assessment and provision for children and young people with special educational needs and disabilities. Quality assurance
a. To regularly review, analyse and evaluate performance against plans by individuals and teams and report performance achievements to Head of SEND & Inclusion
b. To play a key role in the development of effective quality assurance processes which deliver the best outcomes for children and young people
c. To embed the performance management culture, driving continuous improvement and playing a key role in internal and external inspection processes.
5. Management information and administration
a. To manage the maintenance of specialist databases in order to facilitate the extraction and analysis of data ensuring that systems inform the service’s performance against local and national targets.
b. Identify service and resource needs through effective management information, planning systems and communication with colleagues, schools, other Council departments and relevant agencies and partners.
c. To manage the collation, analysis and reporting of management information relevant to service area, using intelligence gathered to inform decision making.
a. To develop effective working relation with key stakeholders and external partners which support the effective delivery of the service
b. To embed signs of safety approach in all communications 7. Marketing and liaison
8. To represent the service at local, regional and national meetings, groups and professionals bodies and promote a positive image.
9. Management of resources – other than people
a. To ensure effective deployment of all resources including budgets.
b. To ensure that resources are optimised and controlled effectively by the implementation and monitoring of robust service and financial planning processes
c. To ensure that all activities comply with the Council’s standing orders, financial regulations and codes of practice
10. Corporate responsibility
a. To actively promote and implement all the policies and procedures of Cheshire East Council
b. To support the implementation of Council policies and procedures within the team
